A trifecta approach: wrap-around support for £32m redevelopment

­Our office in Cheltenham provided wrap-around legal support for a substantial redevelopment project, for which the University of Gloucestershire looked for specialist help in three areas: procurement, contracts, and finance.

At a time in Higher Education where competition for students is fierce, universities are competing on regional, national, and international stages. That is why, in 2016, the University of Gloucestershire unveiled its vision to completely transform its Oxstalls Campus in Gloucester. With planning permission for a £32 redevelopment project including a new Business School and Growth Hub, a new sports hall, and new student accommodation; the university looked to Harrison Clark Rickerbys to support this complex and multi-faceted project.

About to embark on a large-scale OJEU process in order to appoint design teams, project managers, and main contractors; robust public education sector contracts were required. And to fund these redevelopments, by refinancing the estate and campus, negotiations were required on facility documentation.

Our team worked alongside the university to successfully tender all of the works, and has put in place PCR and public sector compliant suites of contracts, appointments, bonds, warranties, and parent company guarantees. Relationships between the many stakeholders and suppliers were maintained throughout, and the re-finance was completed successfully and smoothly. Following the case, the university said:
