Social Housing and Communities

Housing providers are under increasing pressure to do more with less. Regulation, funding constraints, building safety requirements and rising resident expectations are all reshaping the sector, while the need to deliver safe homes and thriving communities has never been greater.

Our specialist social housing lawyers provide joined-up legal advice for housing associations and registered providers across the issues that matter most. From governance, funding and growth strategies to development, housing management, supported housing and partnerships with health and public service providers, we help organisations respond confidently, manage risk and deliver long-term social value.

Supporting housing providers, places and communities

Housing providers operate in an increasingly complex environment. Financial pressures, evolving regulation, building safety requirements and growing expectations from residents all require careful management, often alongside ambitious plans for investment, regeneration and service improvement.

At the same time, housing is becoming more closely connected to health, care and wider public services, particularly in areas such as supported housing, homelessness prevention and accommodation for vulnerable people.

Our Social Housing and Communities team brings together lawyers from across HCR to provide connected advice wherever housing, communities and public services overlap. We support clients through four key areas: Investment and Growth, Property and Places, Homes and Communities and Health and Wellbeing.

How we can help

Investment and Growth

Housing providers are planning for the future while operating in a challenging environment of funding pressures, regulatory scrutiny, governance responsibilities and changing community needs.

We help organisations remain resilient, adaptable and ready for what comes next. Our advice covers governance, funding, partnerships, organisational structures, regulatory compliance and long-term growth strategies. We advise and support boards and committees on group structures, mergers and acquisitions, joint ventures, procurement and commercial contracts, helping organisations make confident decisions and protect their long-term sustainability.

Property and Places

Land, development, regeneration, planning, construction, repairs, building safety and asset management all influence residents’ experiences and the long-term value of housing stock.

We support clients from strategy through to delivery, helping them manage the legal, commercial and regulatory issues involved in creating and maintaining safe, sustainable homes and communities. Our advice covers land acquisition, development and regeneration projects, planning, construction, affordable housing delivery, building and fire safety, asset management, repairs, leasehold arrangements and retrofit and decarbonisation projects.

Homes and Communities

Housing providers are managing increasingly complex resident, landlord and community issues, from tenancy management and complaints to disrepair, anti-social behaviour, safeguarding and resident engagement.

We provide practical advice that supports effective decision-making, resolves disputes and protects residents, neighbourhoods and organisations while maintaining trust and accountability. We advise on tenancy and leasehold management, possession proceedings, rent arrears, complaints, Housing Ombudsman matters, disrepair claims, anti-social behaviour, safeguarding, community safety and resident engagement.

Health and Wellbeing

Housing is increasingly linked to health, care, prevention and community wellbeing, particularly where supported housing, later living, homelessness prevention and accommodation for vulnerable groups intersect with public services.

We help clients build effective partnerships and deliver services that strengthen communities, improve outcomes and manage risk. Our team advises on supported housing, extra care and later living schemes, temporary accommodation, safeguarding, commissioning arrangements, health and care partnerships, Court of Protection matters and accommodation for vulnerable individuals, supporting organisations where housing, care and public services come together.

Working together to achieve the best outcome

Supported living and specialist supported housing, often referred to as SSH, provides homes for vulnerable adults with additional needs, including people with learning or physical disabilities, mental health needs, substance dependency issues or those at risk of homelessness. It enables people to live independently in the community while receiving care and support that may otherwise be provided in a residential care setting.

We have been closely involved in this sector as it has developed into a recognised investment class, advising on hundreds of schemes and complex arrangements with values of up to £100m. Our experience brings together housing, care, funding, development, governance and regulatory advice, helping providers, investors, funders and care partners structure schemes carefully, manage risk and focus on the best outcome for residents.
